Does the city of Saskatoon have any programs to help people with water damage due to excess rain this season?

I discovered mold in my basement today, and found the likely cause is from small amounts of moisture coming in through the wall. I am hoping the city has some sort of budget to help people who are suffering from so much water this spring. Any incite? I tried looking on the city web site, but could not find any information.
