Does it really take 12 years to get a high school level education?

I mean seriously the minimum requirements necessary to graduate nowadays could be done in a much shorter and condensed time frame. Aren't we kind of wasting our young people's time with this ritualistic nonsense? After 12 years the average person has become thoroughly dissolutioned with learning in general in the regimented format of formal schooling.
