Yahoo cleaning out the history books-vey: Where do violations come from on questions that are over a year old?

My guess is they're a little slow on the uptake...Do they have someone that reviews every single question ever asked if the upstanding members of the community aren't doing their job? (Thank you, to the upstanding members of the community who have not been doing your job, by the way.)
