Does he like me or is he being weird?

Well there is this guy, he's Serbian I'm Russian and he is the fastest guy in cl. I'm 2nd fastest in cl and he's like 1st is Serbia, then teeny tiny Russia and I'm thinking like ''WTF'' and so is he insulting my country? I'd like to see him go there. So is he being weird?
